The built in download in Google Sheets exports only the tab you are looking at, always with commas, and always in UTF-8 without a BOM. That is fine for a quick copy, but not when an importer expects semicolons, when a person will open the result in Excel, or when the spreadsheet has eight tabs you need as separate files.

Sharing settings, formulas and what a link export contains

A link only works when the spreadsheet allows it. If General access is set to Restricted, or to a specific Google Workspace domain, the link returns a sign in page instead of data, and the conversion stops with an access error. Switching to anyone with the link can view is enough; edit rights are never needed. If you cannot change the sharing setting, the Business plan reads private files through a connected Google Drive account.

The export contains values as Google Sheets has calculated them. Formulas such as IMPORTRANGE, GOOGLEFINANCE or QUERY are resolved to their current result, so the CSV is a snapshot of the moment you convert. If a cell shows Loading or an error in the browser, the same text ends up in the file, so wait until the sheet has finished calculating.

Formatting decides how numbers appear. A cell formatted as currency with a locale of Germany shows 1.234,50, and that displayed value is what goes into the CSV. Options for Google Sheets to CSV
